I am currently discussing with Richard how this should be handled. The Debian AppStream generator does not have this "problem", it only cares for a properly-set <id/> tag in the XML. So, only people using appstream-builder are affected by that (which isn't only Fedora, I think Arch is using that too, maybe OpenSUSE?).
