That setting has been there in KDE3 - I'm not sure, but I think KDE2 had it as
well.
You apparently want the double click behavior and while I must admit to never
use the help, it likely has simply changed whatever item you're using there.
Thats something client code, maybe even GUI style specific, not that not-so-new
global setting.
