STEPS TO REPRODUCE
------------------

1. Grab a window border.
2. Drag for > 3.5s (it shouldn't take more than ≈ 5s).

OBSERVED RESULT
---------------

I am unable to resize a window for more than ⪅ 5s, because its size reverts to
what it was before I commenced the resize.

EXPECTED RESULT
---------------

I should be able to resize a window for as long as I want to.

ADDITIONAL INFORMATION

This is a brand-new installation - it's barely 4 hours old, and all I've done
to it is:

- configure each `kcmshell6` entry (via `systemsettings`);
- update the default package selection, using `sudo dnf upgrade --offline -y &&
sudo dnf5 offline reboot`; and
- install some standard applications (all via `dnf`):
  - `gimp`, 
  - `snapd`,
  - `krita`,
  - `code`,
  - `obs-studio`,
  - `digikam`, and
  - `hardinfo2`.
