Are you sure you're actually using OpenH264? Compare recording with these two
commands:

KPIPEWIRE_FORCE_ENCODER=libx264 spectacle -i

KPIPEWIRE_FORCE_ENCODER=libopenh264 spectacle -i

`spectacle -i` opens a new instance in gui mode, so you will have to go to the
recording tab to start recording.
