If you right click on the panel, you open edit mode with "Show Panel
Configuration". Right clicking on the Desktop will display you "Enter Edit
Mode".
If you see that panel settings block you from deleting some widgets because
it's displayed on top of the popup, please don't report it, it's fixed in
Plasma 6.2.0 (https://bugs.kde.org/show_bug.cgi?id=487640)
I'll close this as not a bug.
