STEPS TO REPRODUCE
1. go to kde system settings -> mouse & touchpad -> touchpad 

OBSERVED RESULT
page is empty.

EXPECTED RESULT
touchpad settings should be visible.

ADDITIONAL INFORMATION
the touchpad settings are shown correctly when openend directly via the
terminal:
$ kcmshell6 kcm_touchpad

the touchpad works flawlessly.

jfyi: the mouse settings are displayed. the touchpad is recognized as a mouse
there, though there is no mouse attached. of course only the more generic mouse
settings (as opposed to the more detailed touchpad settings) are available
under the mouse section. i guess treating the touchpad additionally as a mouse
when there is in fact no mouse attached is intended behavior for fallback
reasons?
