Does it always fail, or sometimes fail?
If it's sometimes, this is very likely Bug 482713.
If it always fails, then we need some more information:
- How is the monitor connected?
- Has changing screen brightness via Plasma ever worked?
- Can you paste the output of `kscreen-doctor -o`?
