Not sure if my case was the same, but I had similar issues, and seemed to have
resolved it but since I am on linux and not windows I am not sure my work
around could help you, but it seems its the same issue. Choppy / laggy input
and it does go away after a moment of persistence, but then after stopping for
a moment it comes back and the cycle continues.
