Yep it's pipewire.
Thanks for looking at this Nate, that was helpful, I figured if it wasn't
anything KDE, it had to have been pipewire, and lucky me, I have a video here
from 2 weeks ago, and packages of pipewire in my cache from the day before
that. Installed those packages and I have working recordings again.
I'll bisect this and raise it with them. Marking this as resolved even though
it isn't yet because I trust the pipewire team will get right on it.
