I just did the test, and sorry if it's my mistake, but you're right—the activity switcher works fine with drag and drop. However, the problem still remains for me because the widget with the issue is the 'Activity Manager,' that sidebar that appears when you click the Activity Manager button on the taskbar. So, activity switcher: okay to move apps between activities, Activity Manager widget: not okay. I hope this was helpful.
