Thanks for the bug report. There have been many improvements since this bug
report was opened. It appears this bug was fixed. The behavior has also
changed. I verified this on an up to date install of KDE Neon.
Can we ask you to please check if this is still an issue with Plasma 6.1.3 (the
latest released version)?
If you can still reproduce the bug, please change the Status to "CONFIRMED".

Steps to try to reproduce:
- Set up 2 activities
- Added the activity switcher widget to the task bar
1. Opened Firefox, set it to only be on the first activity
2. Dragged its icon from the task bar to the second activity
Observed:
There was no menu offering to add or move Firefox
Firefox was added to the second activity when I dropped the icon
Operating System: KDE neon 6.0
KDE Plasma Version: 6.1.3
KDE Frameworks Version: 6.4.0
Qt Version: 6.7.2
Kernel Version: 6.5.0-45-generic (64-bit)
Graphics Platform: Wayland
