I drag the folder from the bottom to the middle of the screen, and then it
snaps back to the bottom.

This attachment for bug #479085 also shows another issue that I've been
experiencing in which files/folders move back to their previous position.
Please notice when, for the first time, I drag the folder from the bottom to
the middle of the screen, and then it snaps back to the bottom.
Ignore me shoving the folder at the top, that is the issue #479085
