I'm not sure I follow.

Under normal circumstances, yes, I can run that command no problem without
setting extra environment variables.

However in the specific situation I am describing, it fails. That is, the
system wakes from sleep showing nothing but a black screen with a cursor. When
I switch over to a TTY that is not occupied by a graphical session, that is
when the command fails, and only then.

If you still think this is not a KDE bug then so be it. But I would certainly
be surprised if a system misconfiguration could lead to this particular
problem, without causing more systemic issues that I do not have.
