The window appear-above-others is floating above the application launcher and
anything else in the taskbar.
When you make a window "Appear above others" it floats above everything,
including the application launcher, and anything else on the taskbar. Poissibly
a duplicate of #285394 that was reported for plasma4 if I'm not mistaken. Also
another note is that #476079 is similar problem but with a different, separate
component.
STEPS TO REPRODUCE
1. Make window "Appear above others"
2. Expand anything on the taskbar.

ADDITIONAL INFORMATION
I'm including a screenshot of a small konsole window that's marked as always on
top. Everything on the taskbar, including the application launcher and the
icons in lower-right are expanding underneath it making it really hard to use.
