Clicking the button shows it being active but nothing is being shown.
SUMMARY
If I have a window set as "keep above others" the submenu from the titlebar
menu button/popup gets displayed underneath and becomes completely unusable.
STEPS TO REPRODUCE
1. Make window "keep above others"
2. Try to open the menu from the titlebar button

ADDITIONAL INFORMATION
Attaching a screenshot of the problem. I click the button but the menu is not
showing. Turning off "appear above others" makes the menu appear normally.
