This bug is not a duplicate of 471390
That issue discusses a behavior of one specific modal, and how it behaves
differently (and with a sub optimal lack of transparency/breadcrumbs-for-user)
depending on if you've clicked/selected something in it.
I did write an aside in that 471390, that in addition to the difference in
behavior, one really should be able to create a "root album" from that UI path
TOO - but that's quite different than saying the first/primary part of the
issue is the same as here.
