In fact none of these inconsistencies are actually inconsistencies. :) Or
rather, they're intentional design choices.
The two items with ellipses and colorful icons are intentional because they
open standalone config windows that their own icons.
The file type with a colorful icon is something that's caused by your icon
theme.
The two items with ellipses at the end have ellipses because it's convention to
use ellipses for actions that don't fully complete when activated because they
require further user action afterwards.
