Plasma DE Context Menu Screenshot
Desktop "right click" menu has two inconsistencies.
1. Not all icons are monochrome. "Configure Desktop and Wallpapers..." and
"Configure Display Settings..." are using colored icons instead. Same things
applies to those entries under "Create New".
2. "Configure Desktop and Wallpapers..." and "Configure Display Settings..."
seem to have three additional dots "..." at the end.

ADDITIONAL INFORMATION
Same inconsistencies happen to occur when you switch to another theme like Arc.
This suggests that it is not only related with Breeze.
