It was mentioned in https://bugs.kde.org/show_bug.cgi?id=466463#c2 that sometimes it decides no to run, which would explain the randomness I observe after reboots. And yes I have forced font dpi to 192 to have 2x scaling on a 4k screen, thanks for pointing to the issue!
