You are right! I am on Arch, and xsettings is not running (so no output in ps
grep) neither xsettingsd.service. It was mentioned in
https://bugs.kde.org/show_bug.cgi?id=466463#c2 that sometimes it decides no to
run, which would explain the randomness I observe after reboots.
And yes I have forced font dpi to 192 to have 2x scaling on a 4k screen, thanks
for pointing to the issue!

And thank you for working on this issue, let's hope the fix in
