I'm 99% sure the monitor itself has an internal "turn off after X minutes"
setting and this is what's happening. Please investigate using the monitor's
menus.
Also, I notice you're using per-activity power settings. Does this happen if
you stop using per-activity settings and set the desired settings using the
normal page?
