Yes, that looks like the same underlying problem, no further testing is needed.
We don't support such old versions and especially not forks of them though.
The things you can do is to ask the Deepin maintainers to update their fork of
KWin to include an equivalent of
https://invent.kde.org/plasma/kwin/-/commit/9f9ad7036518f0d0df984a3eda28e2b4c57607d3,
or switch to a distro that offers an upstream version of KWin 5.24 or newer.
