Can reproduce with default Klipper settings. I can see that the file is in
Klipper's popup as the top item, but pasting it on the desktop doesn't work.
The action fires, (and the context menu's Paste item is active), but nothing
happens.
If I re-open Dolphin again, it still doesn't work.
Being in this state also triggers Bug 454379.
