The bug is still here. I have upgraded my system to Fedora 36: 

KDE plasma version 5.25.4
KDE Framework: 5.96.0
QT version: 5.15.5

and I am using exclusively Wayland.

The manifestation is more or less similar with my original post but not exactly
the same. 
I am not going to provide an exact description because I don't really see any
effort from the KDE team to address this bug in the first place.
In my experience, the multi monitor plasma issues is a long standing problem. 
At some point someone from KDE developer team must be tasked to resolve it and
I hope that day will come soon enough!
