Indeed, Discover does not use PackageKit for searching; it uses AppStream. This
is deliberate, because AppStream only shows software that has AppStream
Metadata, and Discover is an "app store", not a general purpose package
manager.

What does `appstreamcli search thunderbird` show for you? If Thunderbird is
missing from the output there, it's a bug somewhere with the distro or the
local AppStream metadata configuration.

FWIW I'm using Fedora 35 as well and for me Thunderbird appears both in
Discover and in the output of `appstreamcli search thunderbird`.
