comparison between pkcon and discover

SUMMARY

Fedora 35, PackageKit version 1.2.4, PackageKit-Qt5 version 1.0.2 .
Using Discover, seems that packagekit integration doesn't actually work
correctly, and numerous packages are missing for some reason.

STEPS TO REPRODUCE
1. open up discover
2. ensure packagekit extension is being used
3. Search for "thunderbird" - get zero results
4. Open terminal and type "pkcon search name thunderbird" to see multiple
results (also "pkcon search thunderbird")

OBSERVED RESULT
The search results differ between "pkcon" (querying PackageKit directly) and
Discover (which returns no results).

EXPECTED RESULT
Discover and "pkcon" should return matching results.

Linux/KDE Plasma: (Fedora 35)

ADDITIONAL INFORMATION
Some PackageKit communication must be happening, since it can see some packages
from one of the sources - but it doesn't show all the packages from that source
(thunderbird as an example).
