In KDE 4, panels are updated even when Krusader (2.4.0) is in background. In
Plasma, panels are updated only when Krusader (git version) is the active
window.

changed the behaviour described above.
When Krusader is active, both visibile panels are updated. It is not safe to
refresh all panels (even the not visible ones), it could freeze waiting for
reading slow directories.
Remember that the version 2.4 is kde4 based, which is no more developed since
nov 2014. The version 2.5 (kf5 based) should be released sooner.
I'll change this bug to wishlist, but I won't close it, until more tests. Which
DE (and version) are you using?
