It seems correct: it is a 14" laptop screen. Haven't checked it with ruler
though :)

So you're saying that this scaling is intentional and should be like that? 
Well, it isn't really that bad and unusable, I'm just not used to it: both on
Plasma/X11 and Windows fonts and widgets are rather small, and that is how it
always has been.

BTW, I have found a way to take a screenshot on Wayland using
org.kde.kwin.Screenshot DBus interface, so here is an attachment how e.g.
Kickoff looks like.
