STEPS TO REPRODUCE
1. In a wayland session start any application that uses "hardware mouse
cursors" (used World of Warcraft and Final Fantasy 14 to verify)
2. Move the mouse cursor over any object that would change the cursors icon
OBSERVED RESULT
The cursor does not change to the supposed icon
EXPECTED RESULT
The cursor should reflect the object it is moused over

ADDITIONAL INFORMATION
Using the software cursor in both tested games prevents this issue.
