More or less, yes.
For example:

I have a phot, which was taken at:
49,41962673 / 8,70417465

The location I got from GeoSetter (Geonames) are:
Primary Location Name: Deutschland
Province-State: Baden-Württemberg
City: Heidelberg
Sub-location: Neuenheim

If I use the Reverse Geoding of DigiKam the results are described in the
screenshots attached:
1: OpenStreet Maps with all elements (pic 1)
2: Geonemas.org with manual added elements (pic 2)

But the tags I want to have for my photos is like the third attachment (pic 3),
which I realised manually.
