Yes, sorry, I did not intend to imply that this information was fully equivalent. But it could still be used to install application-only update sets without reboot. In the case of my most recent update the presence of KDE framework updates would have still caused an unneeded reboot. However in the update that triggered my initial bug report, the single google-chrome" package would not have. In any case the config option solves the problem for me. I know to reboot when the update contains the Linux kernel, systemd or grub.
