SUMMARY

Since 5.22 update many Plasma themes are broken. When using them the panel
appears completely transparent (widgets and icons are visible, there is just no
background color, blurry effect, etc) when they are actually translucent. It
happens with many themes, some others work ok. Changing the opacity options
doesn't improve this and set it to "opaque" only makes the panel completely
opaque. I have been doing test and it seems it has to do with the file
/widgets/panel-background.svg inside the theme folder 

STEPS TO REPRODUCE
1. Upgrade to Plasma 5.22
2. Use some translucent theme like https://store.kde.org/p/1002614/ (it happens
with many others too)
3. Panel appears like if it was a transparent theme

The panel appears with the correct background and translucent effects
