Icons from the icon theme get used in any case where a Plasma applet requests
an icon, but that icon isn't found in the Plasma theme. So when you apply the
Papirus icon theme, those icons in your screenshots come from Papirus because
they are not present in the active Plasma theme (which has a small number of
Breeze-style icons in it).

Yes, this is super confusing and weird. I think ultimately we need to deprecate
the concept of "icons in the Plasma theme" as it makes it confusing and
non-deterministic as to where any icon in any Plasma thing will come from, and
you always wind up with bizarrely mixed icons like this anytime you use
3rd-party icon themes.
