SUMMARY
I checked other bug reports and saw that the expected behavior is that the
plasmashell's own icons are displayed even if there is another icon pack being
used instead of breeze. But that's not what's happening.
STEPS TO REPRODUCE
1. Install some icon pack, such as Papirus
2. Apply
OBSERVED RESULT
Breeze and papirus icons will blend together
