That's because it's not implemented as an inactive window effect.
If you prefer no color differences between focus active and inactive windows,
you can change the color scheme's active and inactive header colors to be the
exact same. Same as setting the active and inactive titlebar colors to be the
same with a color scheme that doesn't have Header colors, like old Breeze.
