System Settings Desktop effects with missing effects
For some reasons (perhaps did I trigger something wrong), many Plasma desktop
effects (those related to windows, such as blurring, fading, animation when
minimising...) do no longer work. There are only very few of them present in
System Settings -> Workspace behaviour -> Desktop Effects (see attached
screenshot).
Furthermore, when I press Alt+Shift+F12, all effects are disabled, but the
missing effects in System Settings come back! But they won't work in that
state, and are gone again when I press again Alt+Shift+F12 or when I logout and
login back.
STEPS TO REPRODUCE
1. Open System Settings -> Workspace behaviour -> Desktop Effects

OBSERVED RESULT
I should see many effects (such as "Desaturate Unresponsive Applications" or
"Fading Popups").
EXPECTED RESULT
I do not see them.

Arch Linux
KDE Plasma Version: 5.19.4

Qt Version: 5.15.0
ADDITIONAL INFORMATION
I have another PC with the same exact Software (Arch with Plasma) on which this
problem does not occur.
