Recently, some people are abusing the KDE Bugzilla instance for their own
projects (which are completely unrelated to KDE), and as a result a number of
invalid bugs were created, such as Bug 424933 and Bug 424936.

Therefore, I suggest adding a (temporary) message to warn people about this.

The following warning text appeared on Mozilla's Bugzilla homepage several
months ago [1]:
> This is a production system. **Posting invalid bugs or fake bugs as part of 
> coursework assignment will result in your account being suspended, and may 
> affect your ability to participate in Mozilla projects in the future.** If 
> you want to try Bugzilla [follow the instructions for installing and running 
> it in a container](https://github.com/mozilla-bteam/bmo#id1).
