Snapping to the grid does work but it's flawed in strange ways.
This has alwasy been the situation.
So, I'll set this to confirmed.

The snap action only happens when you're very close to the grid.
I think it would be better if this 'snap distance' was a large (maybe
adjustable) percentage of the grid spacing

The line tool appears to snap at the start of a line, as observed by the
initial guide/construction line but the actual placement of the start of the
line is at the initial cursor click position.
The end of a line does snap to the grid.

The Polyline tool does snap to the grid at the start position and all its later
nodes.

For the Move tool, it does snap to the grid but it's the initial location of
the Move cursor which snaps. If you place the initial location of the cursor at
a grid intersection then you'll see snapping. If not, there is snapping but it
has nothing to do with image content position.
