The dual monitor setup in combination with any driver (nvidia 440.82/ 435.21, noveau) is still suffering from the issue. When unplugging the second (upper, smaller) monitor and rebooting the system, the menu returns to normal. Additionally this bug does not just affect the application launcher as can be seen in the additional screenshots.
