So, nothing has changed.

Be sure. If the hammer is broken, then it makes no sense to change the nails.

But! I started a Kubuntu 20.04 current iso with Plasma 5.18.1 into RAM. And
tested the same. It works quite different and very clean.

With my Kubuntu 19.10 installation I tested more variations. And I discovered
more abnormalities. I'm sorry, I won't go on. I stick to my strategy and copy
/etc/sddm.conf.d/kde_settings.conf to /etc/sddm.conf. This helps me to hold my
system clean. Otherwise it costs me too much time.

I repeat myself. I just did a simple installation with the 'minimal' option.
Then added the PPA for Plasma 5.17 / 5.18 and only made alternately with
apt-get and Discover upgrades. Maybe this mix is the problem. No longer will do
this.

I only do a new installation with 20.04 LTS. When 5.18.3 is in the repos. On a
new partition. To compare with 19.10.

It's not me, it's the package system. ;-)
The status message 'half-configured' is the message before 'installed'. 
I have no doubt that this could be wrong. ;-)
