I would like to say this from the perspective of a user.

First, if I select a theme and click on "Apply", my preset theme will no longer
be displayed the next time systemettings5 is started. I always see the theme
Back-To-Black-v.2. As a user, I have to assume that the theme setting inside
systemsettings5 is not working properly. But on the other hand, I can start
with the selected theme.

Copying /etc/sddm.conf.d/kde_settings.conf to /etc/sddm.conf repairs it.

Second, from the perspective of the config files. There seems to be a bigger
problem with the config files. Because if the /etc/sddm.conf file is empty, the
topic shown in "Startup and Shutdown" is not what I configured.

Over time, I have had to learn that copying it is always better because having
it twice is the only way to make it run correctly.
