SUMMARY
Similar issue here. Yakuake only opens in a screen in vertical stack
configuration. When I change the focus to the other monitor, Yakuake won't
show. When I have horizontal stack configuration, Yakuake appears in the
monitor that has the mouse focus, as is expected. 
The problem persist when I have changed the vertical stack order, only appears
in one monitor (lower or upper).

STEPS TO REPRODUCE
1. Have dual monitors
2. Configure them on top of each other
3. Try to open Yakuake on the lower one.
4. Change the order. Now Yakuake appears in lower but not in upper screen when
focus is active her. If you change the Primary option, the bug persists.

OBSERVED RESULT
Yakuake won't show on lower screen (or upper).
