The load from clipboard part is already present. You can add a reference image
via edit > Paste as reference image. It has a default shortcut too which is
ctrl + shift + R
As for the second point, i would request the same too. +1
If you don't mind should I change the title of the bug from
- Load reference images from clipboard/ convert from paint layer
to
- [Wish] Add an option to convert the current layer into a reference image
