SUMMARY
In recent version of Krita users can't convert a group layer into a file layer
via the menu > Layer > convert > to file layer or from the layer context menu.
Earlier the group layers got saved into a kra file and the resulting kra file
was referenced in the document.

STEPS TO REPRODUCE
1. Open Krita and add few layers
2. Create a group with these new layers in it
3. Right click on the group to go to the context menu > convert > file layer or
go to the main menu > layer > convert to > file layer

OBSERVED RESULT
The option is grayed out

EXPECTED RESULT
It should be possible to create a file layer from a group layer
