At this point, 
1) what is the meaning of the votes on bugs here?
2) Solving this bug making tweakings in a text config file like kwinrc is not
an acceptable solution for a normal user of a GUI system like KDE. Other Kwin
effects have a GUI setting, introducing a GUI setting also for PresentWindows
effect is a correct way to solve the bug from a system integration point of
view.
