There are three options:
1. Add a user-configurable option to the settings
2. Remove the hardcoded brightness values so every window has value 100
3. Change the value to something less extreme, such as 80 (which I believe is
twice the value of the current default)
Option 3 might be a nice middle-ground, since the brightness hover effect
remains and non-hovered windows remain bright enough to easily distinguish. The
problem is whether the effect becomes too subtle to be helpful. In that case I
think 2 makes the most sense since there is already another hover effect.
