So that after you install latte-dock you can immediately drag the applets from the plasma widget explorer. When you don't have latte-dock you don't have use for the latte applets and when you have latte-dock there is a good chance that you need them. Perhaps it would be asking much of the user to send them to the kde-store. Especially when you download a latte-dock layout from the store it seems complicated to also have to install the latte-applets from there.
