Plasma icon taskmanager works, but latte-dock taskmanager plasmoid is soo much better ! Actually you don't need my kwin rules, all you need is a rule based on title and some setting forcing something ( like size, position, keep above, etc ). Creating a rule based on title substring but not making any setting on it will not trigger the cpu usage.
