OK, so no need to open lots of konsole apps, only 1 or 2 will suffice ( i test with 2 because I run sometimes 2 windows of the wine app ). So, run 2 konsole's changing the title every second. Now with that done, the tricky part is : create kwin rules that affect those konsole windows. I am uploading my kwin rules , you can import it, just check the activity and vd's and adapt it to your configs. With that done ( konsole changing titles every second, and kwin rules affecting those 2 konsole windows ), latte-dock spikes to 10% cpu usage and never less. So, it happens even with kde ( Qt ) apps, so its definitly not "wine or specific app" related.
