An application can set a minimum window size.
KWin has to respect that, doing anything else would put a client in a horrible
weird state. Kwin can't put scrollbars inside an app.
You can sometimes work around this by alt+left click to move a window to see
everything
You can also report a bug against the original application.
Kwin can't do anything, sorry.
