If you mean 'delete the In & Out points' - what is the use case for this
feature?
If you mean 'remove the footage between the In & Out points' then the 'Ripple
Delete' shortcut achieves this in the timeline:

(I have it mapped to a single key (U), rather than Ctrl+X so that it's faster
and in the same area as J, K, L, I & O)
In the clip monitor, I don't know of a feature that does anything like this.
Again, a use case would be helpful to understand the situation.
